THE CONTEXT
In the first year of Belshazzar king of Babylon (approximately 553 BC), Daniel received a vision in the night. Unlike Daniel 2, where Nebuchadnezzar saw the empires as a glorious statue of metals, Daniel sees them as God sees them β ravenous beasts rising from the churning sea of nations.
The "great sea" (ΧΦ·ΧΦΈΦΌΧ Χ¨Φ·ΧΦΈΦΌΧ β yamma rabba) represents the nations and peoples of the earth (cf. Revelation 17:15). The four winds represent God's sovereign activity stirring up these kingdoms.
