THE VISION OF WORLD EMPIRES & THE COMING KING
Daniel 7:1-28 | Written in Aramaic

THE CONTEXT

In the first year of Belshazzar king of Babylon (approximately 553 BC), Daniel received a vision in the night. Unlike Daniel 2, where Nebuchadnezzar saw the empires as a glorious statue of metals, Daniel sees them as God sees them β€” ravenous beasts rising from the churning sea of nations.

"Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea. And four great beasts came up from the sea, diverse one from another." β€” Daniel 7:2-3

The "great sea" (Χ™Φ·ΧžΦΈΦΌΧ רַבָּא β€” yamma rabba) represents the nations and peoples of the earth (cf. Revelation 17:15). The four winds represent God's sovereign activity stirring up these kingdoms.

DANIEL 2 vs DANIEL 7 β€” TWO PERSPECTIVES

Daniel 2 β€” Man's perspective: A glorious statue of gold, silver, bronze, iron β€” world empires appear magnificent.

Daniel 7 β€” God's perspective: Ravenous beasts tearing and devouring β€” world empires are predatory and destructive.

Both visions describe the same four kingdoms in the same order, but from radically different viewpoints.

THE FOUR BEASTS

FIRST BEAST: THE LION WITH EAGLE'S WINGS

THE BABYLONIAN EMPIRE
626 - 539 BC (87 years)
"The first was like a lion, and had eagle's wings: I beheld till the wings thereof were plucked, and it was lifted up from the earth, and made stand upon the feet as a man, and a man's heart was given to it." β€” Daniel 7:4
אַרְי֡ה aryeh β€” "lion"
The lion symbolized royal power and sovereignty in the ancient Near East. Winged lions flanked the gates of Babylon β€” archaeological excavations of the Ishtar Gate confirm this imagery. The eagle's wings represent the swiftness of Nebuchadnezzar's conquests.

Prophetic Detail

"Wings thereof were plucked" β€” Nebuchadnezzar's humiliation when God struck him with madness for seven years, living as a beast in the field (Daniel 4:33).

"Made stand upon the feet as a man, and a man's heart was given to it" β€” Nebuchadnezzar's restoration and conversion when he acknowledged God's sovereignty (Daniel 4:34-37).

Key Kings

  • Nabopolassar (626-605 BC) β€” Founded the Neo-Babylonian Empire
  • Nebuchadnezzar II (605-562 BC) β€” Greatest king, 43-year reign. Built the Hanging Gardens. Conquered Jerusalem three times (606, 597, 586 BC)
  • Evil-Merodach (562-560 BC) β€” Released King Jehoiachin from prison (2 Kings 25:27)
  • Neriglissar (560-556 BC)
  • Labashi-Marduk (556 BC) β€” Ruled only 9 months
  • Nabonidus (556-539 BC) β€” Last king, spent years in Arabia
  • Belshazzar (co-regent) β€” Saw the handwriting on the wall the night Babylon fell (Daniel 5)

Corresponds to Daniel 2

HEAD OF GOLD β€” "Thou art this head of gold" (Daniel 2:38)

Ishtar Gate reconstruction at Pergamon Museum
ISHTAR GATE OF BABYLON

Reconstructed at the Pergamon Museum in Berlin, the Ishtar Gate showcases the glazed brick lions and dragons that symbolized Babylonian royal power. The lion with eagle's wings in Daniel's vision directly corresponds to these archaeological findings from Nebuchadnezzar's capital city.

HISTORICAL / ARCHAEOLOGICAL CONFIRMATION

  • The Ishtar Gate (reconstructed in Pergamon Museum, Berlin) β€” Features lions and dragons, Babylon's royal symbols
  • Nebuchadnezzar Chronicle (British Museum) β€” Documents military campaigns including Jerusalem's conquest
  • Nebuchadnezzar II β€” Britannica: 43-year reign (605-562 BC), greatest Babylonian king
  • Belshazzar β€” Britannica: Co-regent when Babylon fell (Daniel 5)
  • Ancient historians Herodotus (c. 484-425 BC) and Berossus (c. 330-260 BC) β€” Confirm Babylonian king lists
  • Thousands of cuneiform tablets (British Museum) β€” Administrative records of the empire

SECOND BEAST: THE BEAR RAISED ON ONE SIDE

THE MEDO-PERSIAN EMPIRE
539 - 331 BC (208 years)
"And behold another beast, a second, like to a bear, and it raised up itself on one side, and it had three ribs in the mouth of it between the teeth of it: and they said thus unto it, Arise, devour much flesh." β€” Daniel 7:5
Χ“ΦΉΦΌΧ‘ dov β€” "bear"
The bear represents brute strength and ferocity. Unlike the lion's regal swiftness, the bear conquers through sheer overwhelming force.

Prophetic Detail

"Raised up itself on one side" β€” The Persians were dominant over the Medes. Though a dual monarchy, Persia was the greater power. This matches Daniel 8:3 where the ram has two horns but one is higher than the other.

"Three ribs in the mouth" β€” The three major conquests: Lydia (546 BC), Babylon (539 BC), and Egypt (525 BC).

"Arise, devour much flesh" β€” Medo-Persia had a voracious appetite for conquest, eventually ruling from India to Ethiopia (Esther 1:1).

Key Kings

  • Cyrus the Great (559-530 BC) β€” Conquered Babylon (539 BC). Issued the decree allowing Jews to return home (Ezra 1:1-4). Called God's "anointed" (Isaiah 45:1) β€” named by God 150 years before his birth
  • Cambyses II (530-522 BC) β€” Conquered Egypt (525 BC)
  • Darius I (the Great) (522-486 BC) β€” Empire at its height. Authorized Temple completion (Ezra 6:1-12). Defeated at Marathon (490 BC)
  • Xerxes I (Ahasuerus) (486-465 BC) β€” The king in the Book of Esther. Led second Persian invasion of Greece
  • Artaxerxes I (465-424 BC) β€” Issued decree to Nehemiah to rebuild Jerusalem (Nehemiah 2:1-8) β€” the starting point for Daniel's 70 Weeks
  • Darius III (336-330 BC) β€” Last Persian king. Defeated by Alexander at Granicus (334 BC), Issus (333 BC), and Gaugamela (331 BC)

Corresponds to Daniel 2

CHEST AND ARMS OF SILVER β€” Two arms represent the dual nature of the Medo-Persian alliance

CYRUS CYLINDER

Discovered in 1879, housed in the British Museum. This ancient clay cylinder confirms Cyrus the Great's conquest of Babylon (539 BC) and his policy of allowing exiled peoples to return homeβ€”directly fulfilling Isaiah's prophecy (Isaiah 45:1) and enabling the Jewish return to Jerusalem (Ezra 1:1-4).

THIRD BEAST: THE LEOPARD WITH FOUR WINGS AND FOUR HEADS

THE GREEK EMPIRE
331 - 146 BC (Hellenistic Period)
"After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it." β€” Daniel 7:6
נְמַר nemar β€” "leopard"
The leopard represents speed, agility, and cunning. Alexander the Great conquered the known world in just 10 years β€” the fastest military conquest in ancient history. The four wings amplify the speed beyond even a natural leopard.

Prophetic Detail

"Four wings of a fowl" β€” Supernatural speed of conquest. Alexander crossed into Asia in 334 BC and by 323 BC controlled territory from Greece to India.

"Four heads" β€” After Alexander's death at age 32 in Babylon (June 10/11, 323 BC), his empire was divided among exactly four generals, fulfilling this prophecy to the letter.

Alexander the Great (356-323 BC)

  • 334 BC β€” Crosses into Asia, defeats Persians at the Battle of Granicus
  • 333 BC β€” Defeats Darius III at the Battle of Issus
  • 332 BC β€” Conquers Tyre and Egypt, founds Alexandria
  • 331 BC β€” Decisive victory at Battle of Gaugamela β€” Persian Empire falls
  • 326 BC β€” Reaches India (Battle of the Hydaspes)
  • 323 BC β€” Dies in Babylon at age 32. Empire begins to fracture

The Four Heads β€” The Diadochi (Successors)

After decades of brutal warfare (the Wars of the Diadochi, 322-281 BC), Alexander's empire was divided among exactly four generals, as prophesied:

General Territory Kingdom Key Date
Ptolemy I Soter Egypt, Southern Syria, Libya Ptolemaic Kingdom 305 BC
Seleucus I Nicator Syria, Mesopotamia, Persia, Central Asia Seleucid Empire 305 BC
Cassander Macedonia and Greece Antigonid Dynasty 305 BC
Lysimachus Thrace and Asia Minor (modern Turkey) Lysimachid Kingdom 305 BC

The Battle of Ipsus (301 BC) was the decisive battle that solidified the four-way division. The rival general Antigonus was killed, and his territories divided among the four.

Corresponds to Daniel 2

BELLY AND THIGHS OF BRONZE β€” Greek soldiers famously used bronze armor and weapons

Alexander the Great mosaic
ALEXANDER THE GREAT

Mosaic from Pompeii depicting Alexander at the Battle of Issus (333 BC). The leopard with four wings symbolizes Alexander's unprecedented speed of conquestβ€”from Greece to India in just 10 years (334-323 BC). The four heads represent his empire's division among exactly four generals after his death at age 32.

FOURTH BEAST: THE TERRIFYING BEAST WITH IRON TEETH

THE ROMAN EMPIRE β€” AND ITS FUTURE FORM
27 BC - 476 AD (Western) | Eastern: to 1453 AD | Revived: FUTURE
"After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great teeth of iron: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns." β€” Daniel 7:7
ח֡יוָא רְבִיגָאָה cheyva revi'a'ah β€” "fourth beast"
No animal comparison is given β€” this beast is unlike anything in nature. It is uniquely terrifying, representing Rome's unprecedented power. The iron teeth correspond directly to Daniel 2's iron legs. The word dreadful (Aramaic: d'chilah) means to inspire terror and dread.

Prophetic Detail

"Great teeth of iron" β€” Rome's military machine crushed everything. Direct parallel to the iron legs of Daniel 2:33.

"Devoured and brake in pieces, and stamped the residue" β€” Rome didn't merely conquer β€” it systematically destroyed cultures, languages, and religions. The destruction of Jerusalem in 70 AD is a prime example.

"Diverse from all the beasts before it" β€” Rome was qualitatively different: its legal system, military structure, engineering, and governmental reach were unprecedented.

"Ten horns" β€” A future ten-fold division of Roman territory. See section below.

Key Dates

  • 27 BC β€” Augustus Caesar becomes first Emperor. The Roman Empire formally begins
  • 4-6 BC β€” Jesus Christ born during the reign of Augustus (Luke 2:1)
  • 32 AD β€” Crucifixion under Pontius Pilate, Roman governor of Judea
  • 70 AD β€” Titus destroys Jerusalem and the Temple β€” fulfilling Daniel 9:26 ("the people of the prince that shall come")
  • 135 AD β€” Bar Kokhba revolt crushed. Jews scattered from Jerusalem
  • 313 AD β€” Edict of Milan (Constantine legalizes Christianity)
  • 330 AD β€” Empire formally divided: Western (Rome) and Eastern (Constantinople) β€” the two legs of Daniel 2
  • 476 AD β€” Fall of the Western Roman Empire (Romulus Augustulus deposed)
  • 1453 AD β€” Fall of the Eastern (Byzantine) Empire to the Ottoman Turks

Corresponds to Daniel 2

LEGS OF IRON / FEET OF IRON AND CLAY β€” Two legs = East/West division. Ten toes = ten horns = ten kings of the end times

Roman Colosseum
THE COLOSSEUM - SYMBOL OF ROME'S IRON TEETH

Built 70-80 AD under emperors Vespasian and Titus. This massive amphitheater symbolizes Rome's unprecedented powerβ€”the "iron teeth" that devoured and crushed all before it. The fourth beast was "diverse from all" previous empires, and Rome's engineering, military, and legal systems were indeed qualitatively different.

THE TEN HORNS β€” TEN KINGS

"And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings." β€” Daniel 7:24
"And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast." β€” Revelation 17:12-13

Key Characteristics

  • > They arise from the fourth kingdom (Rome) β€” Daniel 7:24
  • > They reign simultaneously, not successively β€” Revelation 17:12
  • > They have "one mind" and voluntarily cede authority to the Beast β€” Revelation 17:13
  • > They correspond to the 10 toes of Daniel 2 (iron mixed with clay)
  • > Three of them are uprooted by the Little Horn β€” Daniel 7:8, 24

Modern Significance: The Club of Rome (1973)

On September 17, 1973, the Club of Rome β€” an organization of scientists, economists, and international civil servants founded in 1968 β€” released a report titled "Regionalized and Adaptive Model of the Global World System" by Eduard Pestel and Mihajlo Mesarovic (Case Western Reserve University). This became the official second report to the Club of Rome, published as "Mankind at the Turning Point" (1974).

The report proposed dividing the world into ten political/economic regions:

Region Territory
Region 1North America (USA, Canada, Mexico)
Region 2European Union
Region 3Japan
Region 4Australia, New Zealand, South Africa
Region 5Eastern Europe (including Russia)
Region 6Central and South America
Region 7Middle East and North Africa
Region 8Sub-Saharan Africa
Region 9Southern and Southeastern Asia
Region 10China

PROPHETIC SIGNIFICANCE

An unelected global think tank proposed dividing the world into exactly ten regions β€” matching the ten horns of Daniel 7 and the ten toes of Daniel 2. Whether this is the specific fulfillment or preparation for it, the infrastructure for a ten-kingdom world government is being deliberately constructed.

The European Union β€” Revived Roman Empire?

The EU's original six founding nations (1957: France, Germany, Italy, Belgium, Netherlands, Luxembourg) were all part of the historical Roman Empire. The EU represents an unprecedented level of political and economic integration among former Roman territories. Its symbol β€” the woman riding a bull β€” is drawn from Greek mythology (the abduction of Europa), but Revelation 17 describes a woman riding a beast representing the final world system.

SECULAR SOURCES

THE LITTLE HORN β€” THE ANTICHRIST

"I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things." β€” Daniel 7:8
ק֢ר֢ן Χ–Φ°Χ’Φ΅Χ™Χ¨ΦΈΧ” qeren ze'eira β€” "little horn"
In ancient Near Eastern imagery, horns represent power, authority, and kingship. Qeren (horn) symbolizes strength and dominion. Ze'eira (little, small) indicates this king starts small or appears insignificant β€” but grows to surpass all others.

Characteristics of the Little Horn

"And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time." β€” Daniel 7:25
Characteristic Description Reference
"Eyes like the eyes of man" Great human intelligence, perception, cunning Daniel 7:8
"Mouth speaking great things" Blasphemous words against God, boastful arrogance Daniel 7:8, 20, 25
"Three horns plucked up" Uproots/subdues three of the ten kings to gain power Daniel 7:8, 24
"Speaks against the Most High" Blasphemes God directly Daniel 7:25
"Wears out the saints" Systematic persecution of God's people Daniel 7:25
"Changes times and laws" Alters appointed seasons, festivals, and divine/natural law Daniel 7:25
"Time, times, half a time" Rules for 3.5 years (1 + 2 + Β½ = 3.5) Daniel 7:25
"More stout than his fellows" Grows greater than the other kings Daniel 7:20
"Made war with the saints" Actively wages war against believers Daniel 7:21

The 3.5 Year Reign

"TIME, TIMES, AND HALF A TIME"

Time (Χ’Φ΄Χ“ΦΈΦΌΧŸ β€” iddan) = 1 year
Times = 2 years
Half a time (dividing of time) = Β½ year
Total 3.5 years

This same period appears throughout Scripture in different forms β€” all equal:

  • > 3.5 years β€” Daniel 7:25, 12:7; Revelation 12:14
  • > 42 months β€” Revelation 11:2, 13:5
  • > 1,260 days β€” Revelation 11:3, 12:6

This is the second half of Daniel's 70th Week β€” the Great Tribulation period when the Antichrist breaks his covenant with Israel and demands worldwide worship.

Connection to Revelation 13

"And there was given unto him a mouth speaking great things and blasphemies; and power was given unto him to continue forty and two months... And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations." β€” Revelation 13:5, 7

The Beast of Revelation 13 shares every characteristic of Daniel 7's Little Horn β€” same blasphemy, same war on the saints, same 42-month reign, same global authority. They are the same figure: the Antichrist.

THE ANCIENT OF DAYS β€” THE HEAVENLY COURT

"I beheld till the thrones were cast down, and the Ancient of days did sit, whose garment was white as snow, and the hair of his head like the pure wool: his throne was like the fiery flame, and his wheels as burning fire. A fiery stream issued and came forth from before him: thousand thousands ministered unto him, and ten thousand times ten thousand stood before him: the judgment was set, and the books were opened." β€” Daniel 7:9-10
Χ’Φ·ΧͺΦ΄ΦΌΧ™Χ§ Χ™Χ•ΦΉΧžΦ΄Χ™ΧŸ Attiq Yomin β€” "Ancient of Days"
Attiq = ancient, advanced, one who goes beyond. Yomin = days. More accurately: "The One who transcends time" or "The Everlasting One." Based on the Akkadian root meaning "to pass by, advance" β€” emphasizing God's eternality and timelessness. This is God the Father seated in judgment over all earthly kingdoms.
The Ancient of Days by William Blake

The Judgment Scene

  • > Thrones set in place β€” A divine court convenes. The plural "thrones" (Χ›ΦΈΦΌΧ¨Φ°Χ‘ΦΈΧ•ΦΈΧŸ β€” korsawan) indicates a heavenly council
  • > White garments and hair β€” Purity, holiness, and wisdom beyond all ages
  • > Throne of fire β€” Divine judgment and consuming holiness (cf. Hebrews 12:29)
  • > "Thousand thousands... ten thousand times ten thousand" (Χ¨Φ΄Χ‘ΦΌΧ•ΦΉ Χ¨Φ΄Χ‘Φ°Χ‘ΦΈΧŸ β€” ribbo ribbvan) β€” Innumerable heavenly host attending God
  • > "The books were opened" β€” Divine record of all deeds (cf. Revelation 20:12)
"I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame." β€” Daniel 7:11

The Little Horn's blasphemous words draw God's final judgment. The beast (the entire world system) is destroyed β€” matching the Stone striking the statue in Daniel 2:34-35 and the Beast being thrown into the lake of fire in Revelation 19:20.

THE SON OF MAN β€” THE COMING KING

"I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him. And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed." β€” Daniel 7:13-14
Χ‘Φ·ΦΌΧ¨ אֱנָשׁ Bar Enash β€” "Son of Man"
Bar = son (Aramaic). Enash = man, humanity. The Hebrew equivalent is ben 'ādām. While the phrase can simply mean "a human being," the context here is extraordinary: this figure comes on the clouds (an action attributed only to God in the Old Testament β€” cf. Psalm 104:3, Isaiah 19:1), receives universal worship, and rules an eternal, indestructible kingdom. This is the divine-human Messiah.

What He Receives

  • βœ“ Dominion β€” Sovereign authority over all creation
  • βœ“ Glory β€” The radiance and honor due to God alone
  • βœ“ A Kingdom β€” All peoples, nations, and languages serve Him
  • βœ“ Everlasting dominion β€” It will never pass away
  • βœ“ Indestructible kingdom β€” It will never be destroyed

Jesus Claims to Be the Son of Man

Jesus used "Son of Man" as His preferred self-designation β€” over 80 times in the Gospels. At His trial before the Sanhedrin, He made the connection unmistakable:

"The high priest asked him, and said unto him, Art thou the Christ, the Son of the Blessed? And Jesus said, I am: and ye shall see the Son of man sitting on the right hand of power, and coming in the clouds of heaven." β€” Mark 14:61-62 (cf. Matthew 26:63-64)

Jesus directly quoted Daniel 7:13 at the trial that led to His crucifixion. The high priest understood exactly what He was claiming β€” to be the divine Son of Man who receives the eternal kingdom from the Ancient of Days. The high priest tore his robes and declared it blasphemy (Mark 14:63-64) β€” because Jesus was claiming to be God in human form.

BIBLICAL CROSS-REFERENCES & SCHOLARLY SOURCES

THE PROPHETIC FULFILLMENT

At His first coming, Jesus came as the suffering servant (Isaiah 53), was "cut off" (Daniel 9:26), and was rejected by Israel.

At His second coming, He returns as Daniel 7's Son of Man β€” with the clouds of heaven β€” to destroy the Beast, judge the nations, and establish His eternal kingdom.

"Behold, he cometh with clouds; and every eye shall see him..." β€” Revelation 1:7

THE SAINTS OF THE MOST HIGH

קַדִּישׁ֡י Χ’ΦΆΧœΦ°Χ™Χ•ΦΉΧ Φ΄Χ™ΧŸ qaddishei elyonin β€” "Saints of the Most High"
Qaddishei = holy ones, set apart ones (plural of qaddish). Elyonin = Most High (a plural of majesty showing reverence for God). These are God's faithful people who endure the tribulation and ultimately inherit the eternal kingdom.
"But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever." β€” Daniel 7:18
"I beheld, and the same horn made war with the saints, and prevailed against them; Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom." β€” Daniel 7:21-22

The pattern is clear: the Little Horn makes war against the saints and prevails β€” until God intervenes. Then the kingdom is given to the saints forever. Persecution is temporary; the kingdom is eternal.

PROPHETIC CONNECTIONS

DANIEL IN ART & ARCHAEOLOGY

CONCLUSION

Daniel 7's vision has been confirmed with extraordinary precision by over 2,500 years of recorded history:

  • βœ“ Babylon fell to Medo-Persia (539 BC) β€” confirmed by the Cyrus Cylinder, Herodotus, Xenophon
  • βœ“ Medo-Persia fell to Greece (331 BC) β€” confirmed by Arrian, Plutarch, archaeological evidence at Persepolis
  • βœ“ Greece divided into exactly four kingdoms β€” confirmed by multiple ancient historians and Hellenistic coins/inscriptions
  • βœ“ Rome crushed all before it with "iron teeth" β€” confirmed by Livy, Tacitus, Josephus, the Arch of Titus
  • βœ“ Jesus claimed to be the Son of Man of Daniel 7 β€” confirmed by the Gospel accounts of His trial

What remains is the final phase: the ten horns, the little horn, and the return of the Son of Man to establish His eternal kingdom.

The beasts are stirring. The infrastructure for ten-region global governance is being built. The stage is being set.

"But the judgment shall sit, and they shall take away his dominion, to consume and to destroy it unto the end. And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the most High, whose kingdom is an everlasting kingdom, and all dominions shall serve and obey him." β€” Daniel 7:26-27
